On June 9, Moye White partner Luke Ritchie moderated a virtual Q&A lunch and learn to introduce Colorado’s newly appointed securities commissioner, Tung Chan, hosted by the Securities Subsection of the Colorado Bar Association (CBA). Ritchie currently serves as the chair for both the CBA’s Securities Subsection and the CBA Litigation Section.
The discussion featured a look back at Commissioner Chan’s prior experiences with blockchain as General Counsel at Ethereum Foundation and as securities commissioner in Hawaii, where she served from 2006-2015. Commissioner Chan described her previous experience in Colorado (as a law clerk for the Honorable Stephanie K. Seymour) and her return to the private sector (she worked at Hawaiian Airlines).
During the webinar, Commissioner Chan also noted the challenges she experienced transitioning into the commissioner role in Colorado during a global pandemic. On that topic, Ritchie asked about temporary licensing orders and if the department has seen any data on whether the disruptions have impacted investigatory activity and enforcement actions. The event wrapped up with Commissioner Chan outlining what she hopes will be her legacy in Colorado.
In his practice, Ritchie focuses his litigation and trial practice on defending directors, officers, and their businesses in the financial services and other highly regulated industries against high-stakes enforcement proceedings and in complex litigations. He has substantial lead counsel experience – often coordinating multifirm joint defense efforts for entire management teams – defending claims involving federal and state securities laws, fraud, fiduciary duties, corporate governance, and other business torts.
The Securities Subsection of the Colorado Bar Association works to keep its members updated on developments in the securities laws and trends in the civil and regulatory enforcement of those laws. The subsection regularly contributes to the monthly newsletter and sponsors frequent “lunch and learn” presentations that provide the opportunity for securities attorneys engaged in private practice and securities regulators to meet in a social setting to learn about and discuss current topics.
